新型コロナで防衛交流停滞　共同訓練中止、抑止力に懸念

　新型コロナウイルスの世界的流行が、日本と諸外国の防衛交流にも影響を及ぼしている。安全保障関連の多国間会議が軒並み取りやめとなったほか、自衛隊と他国軍の共同訓練に中止も出始めた。防衛省では「数カ月なら問題ないが、年単位となれば話は別」（幹部）と、抑止力維持や信頼醸成の面から懸念が出ている。
　防衛省は３月に入り、初開催を４月初旬に予定していた太平洋島しょ国との国防相会合と、東南アジア諸国や米中両国が参加する局長級協議の延期を発表。同省関係者は、在日米軍との定例会議や幹部の海外出張が「ほぼ全て流れた」と明かす。
　部隊レベルでも一部の共同訓練が中止に。陸上自衛隊が参加するオーストラリアでの射撃競技会「ＡＡＳＡＭ」は開催を見送られ、海上自衛隊の練習艦２隻がマーシャル諸島、ミクロネシア連邦への入港を拒まれ、寄港地を変更した。海自幹部によると、寄港地の確保は「日々調整が必要」な状況。河野太郎防衛相は記者会見で「防衛協力に影響が出ているのは否めない」と認めた。
　各国が新型ウイルス対応に追われる一方、日本周辺の軍事的脅威に変化はない。北朝鮮は３月２、９、２１各日に短距離弾道ミサイルを発射。沖縄県・尖閣諸島周辺での中国公船の活動はほぼ毎日確認されている。
　防衛省は関係国との連絡・調整を、テレビ会議や電話などの代替手段で補う方針。制服組の幹部は「国内の訓練を通常通り行い、練度を維持するしかない」と語る。（2020/03/22-07:13）

The coronavirus pandemic is affecting defense exchanges, causing concerns over Japanese activities to maintain deterrent capabilities and build confidence with other countries.
   Tokyo is experiencing a series of cancellations of multilateral meetings on security. Some of the Japanese Self-Defense Forces' joint exercises with foreign military forces have been canceled.
   The Defense Ministry announced earlier this month the postponement of the first meeting of defense ministers from Japan and Pacific island countries planned for early April.
   The ministry also put off an annual forum of bureau chief-level defense officials with Southeast Asian countries as well as the United States and China.
   Recent regular meetings with the U.S. military in Japan and oversea trips by senior Japanese defense officials "have been canceled in almost all cases," a ministry source said.
