「指定感染症」施行、２月１日に前倒し　武漢帰国便費用は政府負担に―新型肺炎

　政府は、新型コロナウイルスによる肺炎を感染症法上の「指定感染症」とする政令の施行期日を２月７日から同１日へ前倒しする方針を決めた。中国・武漢市から在留邦人を帰国させるためのチャーター便の運賃については政府負担とする方向で検討する。安倍晋三首相が３１日の衆院予算委員会で表明した。
　首相は「わが国に入国しようとする者が感染者の場合は入国を拒否する」と明言。さらに「感染者と確認できない場合も入国管理を強化すべく、運用について速やかに検討する」と述べた。政府関係者によると、感染を疑われる訪日外国人にビザ（査証）を発給しないなどの対応を検討している。
　政府は３１日昼、新型肺炎に関する対策本部を国会内で開き、新たな方針を確認。首相は「水際対策の実効性を一層高める」と語った。
　首相はこの後の参院予算委員会で、中国湖北省を除く同国全土の感染症危険情報を「不要不急の渡航自粛」を求めるレベル２に引き上げると表明した。
　指定感染症の政令が施行されると、感染者を入院させるなどの強制措置が可能になる。２８日に閣議決定し、１０日間の周知期間を経て施行予定だったが、世界保健機関（ＷＨＯ）の緊急事態宣言を受け、期間を短縮することにした。
　チャーター便の経費をめぐっては、政府は当初、帰国希望者に片道分約８万円を請求する方針だったが、与党から政府負担を求める声が出ていた。
　３１日に到着した第３便を含め、武漢市滞在者を中心に計５６５人が帰国。菅義偉官房長官は記者会見で「現地には帰国を希望する邦人がまだ約１４０人いる。要望を聴取し、全員が早急に帰国できるよう調整を進めていきたい」と述べた。（2020/01/31-13:29）

The Japanese government decided Friday to designate pneumonia caused by the new strain of coronavirus raging in China as a specified infectious disease Saturday, a week earlier than initially scheduled.
   The government is considering covering the airfares for chartered flights it dispatched to Wuhan, the epicenter of the coronavirus crisis, to help Japanese nationals return home.
   Prime Minister Shinzo Abe announced these matters at the Budget Committee of the House of Representatives, the lower chamber of parliament.
   The government "will reject the entry into Japan of anybody infected who try to enter the country," Abe told the committee.
   The government is also considering what can be done to tighten immigration controls in order to limit the entry into Japan of those suspected but not confirmed to be infected, he added.
