辺野古移設、最短１２年　費用拡大９３００億円―防衛省見通し

　米軍普天間飛行場（沖縄県宜野湾市）の名護市辺野古への移設計画をめぐり、防衛省は２５日、軟弱地盤の改良工事について専門家から助言を受ける「技術検討会」の第３回会合を省内で開いた。同省は、地盤改良に時間を要するとして、新基地の供用開始までに最短で約１２年かかるとの見通しを提示。約３５００億円以上を見込んでいた費用も２．６倍の約９３００億円に膨らむとした。
　日米両政府は２０１３年、普天間飛行場の返還時期を「２２年度またはその後」とする計画で合意したが、工期延長によって返還は３０年代以降へと大幅にずれ込むことになる。
　防衛省によると、約１２年の工程の内訳は、埋め立て工事と飛行場施設整備に約９年３カ月、飛行場の認証や米軍への提供手続きなど各種調整に約２年半。当初計画では、埋め立て工事に約５年を想定していた。
　約１２年は、政府が申請する設計変更を沖縄県が承認してからの起算となる。埋め立て中止を求める玉城デニー知事は申請を認めない方針で、移設計画はさらに長引く公算が大きい。
　河野太郎防衛相は２５日、防衛省で記者団の取材に応じ、計画の見直しについて「さまざま前提が変わっている」と釈明。「県側の理解、協力を求めたい。辺野古が唯一の解決策だ」と述べ、工事を継続する姿勢を示した。
　約９３００億円に膨らんだ費用には、地盤改良で約７万１０００本のくいを打つ工費約１０００億円、辺野古移設反対派の活動に対する警備費約１７００億円などが新たに加わった。（2019/12/25-20:25）

The period for landfilling work for the relocation of a key U.S. military base within the southernmost Japan prefecture of Okinawa is expected to be extended to nine years and three months from the initially planned five years, the Japanese Defense Ministry said Wednesday.
   With an additional three years required for building a replacement facility, the return to Japan of land occupied by the U.S. Marine Corps' Futenma Air Station in the Okinawa city of Ginowan is likely to be delayed considerably until at least the 2030s.
   The ministry also said that building the replacement facility is now expected to cost some 930 billion yen, larger than its initial estimate of over 350 billion yen.
   The new estimate was presented at a meeting of experts.
   In 2013, Japan and the United States agreed on the return of the Futenma site as early as fiscal 2022 on condition that the air base is relocated to the Henoko coastal district in Nago, another Okinawa city.
