ロシア追加制裁、石炭輸入制限も　「残虐行為」非難―戦争犯罪を追及・Ｇ７首脳声明

　【ブリュッセル時事】先進７カ国（Ｇ７）は７日、首脳声明を発表し、ウクライナの首都キーウ（キエフ）近郊ブチャなどでロシア軍撤退後、民間人とみられる遺体が多数見つかったことについて、「ロシア軍による恐るべき残虐行為」だとして強く非難した。「大量殺りく」とも表現した。その上で、協調してロシアに追加制裁を科す方針を表明。「戦争犯罪」追及の取り組みも支持した。
　声明では「プーチン大統領と加担者にとっての戦争の代償をさらに高める」と強調。石炭輸入の禁止や段階的廃止を含め、ロシア産燃料への依存を速やかに低減すると明記した。原油についても「依存低減の取り組みを加速する」と確認した。
　これを受け、日本政府は石炭の輸入制限を含むエネルギー制裁を打ち出す方向で検討に入った。プーチン政権の資金源を断ち、侵攻停止への圧力を強める構えだ。
　Ｇ７はこのほか、▽エネルギー分野を含む対ロ新規投資禁止▽対ロ輸出規制の拡大▽世界金融システムからのロシアの銀行切り離し継続▽国有機関や新興財閥（オリガルヒ）、防衛分野への制裁強化▽制裁逃れ阻止の対策強化―でも一致した。（2022/04/08-06:45）

Foreign ministers from the Group of Seven major countries on Thursday strongly condemned what they claim are Russian atrocities in towns near Kyiv in Moscow's war in Ukraine.
   The G-7 ministers, meeting in Brussels, said in a statement that they "condemn in the strongest terms the atrocities committed by the Russian armed forces in Bucha and a number of other Ukrainian towns."
   The condemnation followed the discoveries of what appeared to be civilian corpses in the Kyiv area after the withdrawal of Russian troops. "The massacres...will be inscribed in the list of atrocities and severe violations of international law," the G-7 ministers said.
   The seven countries confirmed they will work together to impose additional sanctions on Russia to ramp up economic pressure on Russian President Vladimir Putin to stop his war.
   Japanese Foreign Minister Yoshimasa Hayashi said his country will coordinate with its G-7 partners in imposing additional measures and continue to implement sanctions on Russia steadily.
