立民、１人区の競合容認　崩れる野党共闘―参院選

　立憲民主党は夏の参院選の１人区で、共産党や国民民主党との候補者の競合を事実上容認する方向となった。野党各党と候補者調整を行う意向だったが、調整は難しく方針転換した形。従来の野党共闘の枠組みは崩れつつあり、立民内からは「調整が付かないところは仕方がない」（幹部）との声も上がる。
　立民の泉健太代表は６日の講演で、「共産党は『国民民主党のことが絶対嫌だ』と言うし、国民民主党は『共産党のことは絶対嫌だ』と言う中で、（１人区の）一本化は非常に難しい」と表明。２日には奈良市内で記者団に「野党が議席を取ったことがない選挙区は各党が出してもいいという声もある」と述べ、競合を容認する姿勢をにじませていた。
　２０１６年、１９年の参院選で、野党陣営は全ての１人区で候補を一本化。このうち１６年は１１、１９年は１０の選挙区でそれぞれ勝利した。
　ただ、今回の参院選では、共産、国民が１人区で候補を積極的に擁立し、候補者一本化の調整は難航。立民と共産は富山、奈良、鳥取・島根、香川、長崎、宮崎で競合。立民と国民は山口、香川、宮崎でぶつかる。立民は調整を模索するが、同党関係者は「調整を待っていたら沈むだけだ」と危機感をあらわにする。
　象徴的なのが香川だ。国民の玉木雄一郎代表のお膝元にもかかわらず、立民執行部の大半が主戦論を唱え、新人擁立を後押しした。選対関係者は「（自民党に）勝てない選挙区だ。野党各党が戦えばいい」と述べ、一本化しない考えを示した。
　立民、共産の党本部レベルの調整も停滞している。共産幹部は６日、「過去２回の参院選のように（１人区）全区での共闘はもう難しい」と認め、「共闘は１人区のうち立民現職がいる選挙区が中心になる」と語った。（2022/04/07-07:06）

The Constitutional Democratic Party of Japan has given up trying to unify House of Councillors election candidates with other opposition parties in all prefectural constituencies where only one seat is contested.
   The CDP is ready to tolerate competition with other opposition parties, including the Japanese Communist Party and the Democratic Party for the People, in this summer's Upper House poll in single-seat constituencies where they cannot agree on unified candidates, CDP lawmakers said.
   This is another sign that the framework of election cooperation in the opposition camp is collapsing.
   "There are constituencies where coordination is difficult. We can't help it," a senior CDP member said.
   Unifying candidates in single-seat constituencies is very difficult as the JCP and the DPFP reject each other, CDP leader Kenta Izumi said in a speech Wednesday.
