医療逼迫、回避に全力　オミクロン「過度に恐れず」―脱炭素、経済、社会を大変革・首相施政方針

　岸田文雄首相は１７日午後の衆院本会議で、就任後初の施政方針演説を行った。新型コロナウイルスの変異株「オミクロン株」の感染急拡大を受け、医療逼迫（ひっぱく）の回避に全力を挙げる考えを表明。「脱炭素」の取り組みを成長の柱に据え、経済・社会の「大変革」に取り組む方針を示した。
　首相は、国民の「信頼と共感」を基礎に、コロナ禍の克服に「全身全霊で取り組む」と強調。感染急拡大の影響で入院できず、自宅で亡くなる人が相次いだ昨夏の「第５波」を念頭に、「病床が逼迫するような緊急事態は、何としても避けなければならない」と訴えた。
　その上で、在宅・宿泊療養体制の強化やワクチン３回目接種の前倒しなどを進めると説明。オミクロン株に対して「過度に恐れることなく、最新の知見に基づく対応を、冷静に進める覚悟だ」と決意を示した。
　これまでのコロナ対応を検証し、「６月を目途に、司令塔機能の強化や感染症法の在り方、保健医療体制の確保など、中長期的観点から必要な対応を取りまとめる」と打ち出した。
　看板政策の「新しい資本主義」については「今春、グランドデザインと実行計画を取りまとめる」と明言。「成長と分配の好循環」を具体化するため、賃上げ率の低下傾向が続く春闘に関し、各企業に「このトレンドを一気に反転させることを期待する」と呼び掛けた。
　首相はまた、脱炭素の取り組みを「新しい時代の成長を生み出すエンジン」と位置付け、官民の投資を早期に倍増させる考えを表明。２０５０年までに温室効果ガスの排出量を実質ゼロにする目標達成に向け、「産業構造、国民の暮らし、地域の在り方にわたる大変革に取り組む」と述べた。
　外交・安全保障分野では、バイデン米大統領と早期に会談し、「日米同盟の抑止力・対処力を一層強化する」と宣言。国交正常化５０年の節目を迎える中国については「責任ある行動を強く求めると同時に、建設的かつ安定的な関係の構築を目指す」と述べた。相次ぐ北朝鮮の弾道ミサイル発射などを踏まえ、「敵基地攻撃能力」保有の検討を含め、防衛力を抜本的に強化する方針も示した。
　重視する「核兵器のない世界」の実現に向け、各国の政治指導者らが参画する「国際賢人会議」を、年内に地元・広島で開催する考えを明らかにした。５月に本土復帰５０年を迎える沖縄の振興に取り組む姿勢を示した。
　一方、国土交通省の統計書き換え問題について、首相は「国民におわびする」と陳謝。信頼回復に努める考えを強調した。（2022/01/17-15:04）

Japanese Prime Minister Fumio Kishida pledged in his policy speech Monday to do all he can to avoid situations that may put strains on the country's medical system amid the rapid spread of the omicron coronavirus variant.
   Kishida said in his first annual policy speech before the Diet, Japan's parliament, that he plans to work on "major reforms" of the economy and society, centered around decarbonization efforts aimed at growth.
   The prime minister told the plenary session of the House of Representatives, the lower chamber of the Diet, that he will engage with all his strength to overcome the novel coronavirus crisis, basing his efforts on citizens' "trust and sympathy."
   "We must avoid at all costs emergency situations that may put a squeeze on hospital beds," Kishida said, following a shortage of hospital beds amid the fifth wave of COVID-19 cases that hit the country last summer and led to many being unable to get hospitalized and dying at home.
   He pledged to boost medical treatments for people recovering at home or at lodging facilities, and to accelerate booster vaccinations, noting that he plans to "calmly advance responses (against the omicron variant) based on the latest information, without excessive fear."
