成果読めぬ岸田外交　参院選へコロナ足かせ

　「新時代リアリズム外交」を掲げる岸田文雄首相がスタートから辛抱を余儀なくされている。１７日の通常国会召集前に模索した米国やオーストラリアへの訪問は、新型コロナウイルスの新たな変異株「オミクロン株」の感染拡大のあおりで断念。夏の参院選に向け、アピール度が強い対面外交を重ねて「成果」を挙げる思惑だが予断を許さない状況だ。
　「対面での首脳外交を進めていきたい」。首相は４日の年頭記者会見でこう決意を示したものの、国会召集前の訪米や６～８日で調整していた豪州訪問見送りを併せて表明。モリソン首相との日豪首脳会談はオンラインに切り替えた。
　今年最大の政治決戦となる参院選を控え、対面での首脳外交は華やかさもあり、政権浮揚効果が期待できる見せ場となり得る。首相は年始早々、出はなをくじかれた格好で、外務省幹部は「当面はオンライン活用を考えないといけない」と残念がった。
　政権発足以降、首相の外国訪問は英国での国連気候変動枠組み条約第２６回締約国会議（ＣＯＰ２６）に出席した昨年１１月の一度だけ。バイデン米大統領とは現地で短時間会話を交わした。首相は引き続き訪米を最優先課題として模索する方針だが、米国での感染者急増もあり、具体的な日程調整には入れていない。
　政府内には３月の３連休を活用する意見もあるが、同月下旬とみられる２０２２年度予算案成立までは国会に縛られる可能性が高い。関係者は「コロナが落ち着いたら対面外交を再開する国もあるが、その時に日本の状況がどうなっているか」と不安そうに語る。
　首相は、日本開催案もある米豪印との４カ国（クアッド）首脳会議、４～５月の大型連休を利用した外遊、６月のドイツでの先進７カ国首脳会議（Ｇ７サミット）などを通じ、外交成果を挙げたい考え。モリソン氏との会談でも「近い将来対面で会えることを楽しみにしている」と伝えたが、感染動向に気をもむ状況が続きそうだ。（2022/01/11-07:06）

Japanese Prime Minister Fumio Kishida is struggling to produce results in his "new-era realism diplomacy," hampered by the spread of the highly transmissible omicron variant of the novel coronavirus around the globe.
   The persistent COVID-19 pandemic has forced the Japanese leader to be patient on the diplomatic front, informed sources said.
   It remains to be seen whether Kishida will be able to reap gains from face-to-face diplomatic events, which are highly appealing to the public, ahead of this summer's election for the House of Councillors, the upper chamber of the Diet, Japan's parliament, the sources added.
   "I'm keen to step up in-person summit diplomacy," Kishida said in his New Year's press conference Jan. 4.
   But at the same time, Kishida announced a decision to give up his plans to visit the United States or Australia before this year's regular Diet session begins next Monday. Kishida held an online meeting with Australia's Prime Minister Scott Morrison on Jan. 6, instead of visiting the country for an in-person bilateral summit.
