石油備蓄放出、効果に疑問も　苦境の業界、価格下落期待

　政府が石油の国家備蓄放出を決断したことを、産業界は複雑な思いで受け止めている。原油価格の高騰で苦境に立つクリーニング業界などは価格下落につながることを期待。一方、石油業界からは「産油国が備蓄放出に対抗して増産ペースを引き下げれば本末転倒だ」（関係者）と、効果を疑問視する声が上がった。
　クリーニング事業者は原油高騰でボイラーや集配車の燃料費負担が膨らんでいる。「全国クリーニング生活衛生同業組合連合会」は、石油元売り会社に対する補助金などを合わせた政府の原油高対策について「確実に原油、石油製品の価格低下に結び付けてほしい」と要望した。
　これに対し、ＳＭＢＣ日興証券の丸山義正・チーフマーケットエコノミストは、米国などと協調して放出する備蓄量が、消費量のごく一部にとどまると指摘。「原油価格を大きく押し下げる効果は期待できない」と分析した。
　石油業界関係者は備蓄放出による効果への疑念に加え、産油国との関係が悪化すれば将来的に原油の調達コストが膨らむ恐れが拭えないと懸念。クリーニング業界も政府の対策が不発に終わった場合、東日本大震災の復興財源を確保するために凍結している揮発油税などの減税措置「トリガー条項」の発動を求めている。（2021/11/25-08:58）

Japan's decision to release oil from its national reserves in international efforts to lower crude oil prices, announced Wednesday, has drawn mixed reactions.
   Dry cleaners, suffering from higher fuel costs for boilers and vehicles, hope that the move will cause oil prices to decline.
   The All Japan Laundry and Drycleaning Association has asked the government to ensure that its countermeasures, also including subsidies to oil distributors, lead to drops in prices of crude oil and oil products.
   The government will release oil from the reserves in a coordinated action with the United States and other oil-consuming countries.
   But SMBC Nikko Securities Inc. economist Yoshimasa Maruyama said, "We can't expect that the release will push down crude oil prices greatly."
