盛り土、３５～５０メートル　新たに死者１人、不明１７人―熱海土石流

　静岡県熱海市の土石流災害で、県は１３日、崩落した盛り土の高さが３５～５０メートルだったとみられると明らかにした。崩落原因として、盛り土の内部を水が通り、地盤が緩んで崩壊する「パイピング現象」が考えられるという。県は今後、専門家委員会を設置して原因を究明する。盛り土の造成に関する条例の改正も検討する。
　難波喬司副知事は「大雨と不適切な工法の二つが重なり、大惨事が発生してしまった」と述べた。
　市によると、現場で同日、新たに身元不明の１人が発見され、死亡が確認された。これで犠牲者は１１人となった。残る行方不明者は１７人で、県警や消防、自衛隊などが１６００人態勢で捜索を続けている。
　市は現在、被災者ら約５２０人が避難する市内のホテルについて、１７日以降も滞在できるよう交渉中。県は被災者向けに公営住宅など１１３戸を確保した。（2021/07/13-20:23）

Death Toll from Atami Mudslide Rises to 11, with One Found Dead

One person was discovered at the scene of the July 3 major mudslide in the central Japan city of Atami, Shizuoka Prefecture, and later confirmed dead on Tuesday, according to the city government.
   The death toll from the mudslide now stands at 11, while 17 people remain missing.
   Search and rescue work continued on the day, joined by a total of about 1,600 local police officers, firefighters, Self-Defense Forces troops and others.
   About 520 people affected by the mudslide are taking refuge at a hotel in the city. The prefectural government is negotiating to allow the people to continue to stay at the hotel on Saturday and later.
   Meanwhile, the prefectural government has secured 113 housing units for affected people.
