規制委、東電本社立ち入り　社長から聞き取り―柏崎原発テロ対策不備で

　東京電力柏崎刈羽原発（新潟県）のテロ対策に不備が続いた問題で、原子力規制委員会は１３日、東京都千代田区の東電本社を立ち入り検査した。社内文書の確認のほか、小早川智明社長から事案発生以降の社内での情報共有の状況や、自身の関与などについて聞き取りを行った。
　同原発では、２０１８年１月以降、侵入者を検知する装置が故障しても、十分な代替措置が取られないなど、不正侵入を把握できない状態が生じた。昨年９月には社員が同僚のＩＤカードで中央制御室に不正に入室するなど、テロ対策に関する不祥事が相次いだ。
　小早川社長への聞き取りは非公開で約１時間１０分行われた。規制委によると、不備が発覚して以降の現場との連絡や情報共有の状況、社長自身の認識などを詳しく聞いたという。
　取材に応じた規制委の金子修一・追加検査チーム長は「事案の一報の共有はされていたと思う」と述べる一方、機密性の高い核セキュリティーに関する事案のため、逆に社長に必ずしも詳細な状況が伝わっていなかった可能性があるとの見方を示した。（2021/07/13-17:54）

Japan's Nuclear Regulation Authority conducted an on-site inspection of Tokyo Electric Power Company Holdings Inc. on Tuesday over a series of security flaws at the company's Kashiwazaki-Kariwa nuclear power plant in Niigata Prefecture, central Japan.
   The NRA inspected TEPCO's head office in central Tokyo to check in-house documents and hear from TEPCO President Tomoaki Kobayakawa on how information on the matter had been shared inside the company and his involvement in the security flaws.
   Since January 2018, a situation in which it was impossible to detect potential intruders, such as terrorists, had continued at the Kashiwazaki-Kariwa power station, with no sufficient alternative steps taken even though equipment to detect intruders was not functioning.
   In September last year, an employee at the plant entered a reactor central control room by using the ID card of another employee.
   The interview with Kobayakawa was held behind closed doors for about an hour and 10 minutes.
