酒停止、首都圏そろわず　政府は「越境宴席」懸念―東京に緊急事態、６週間の長丁場

　新型コロナウイルス感染が再拡大する東京都は１２日、４度目となる緊急事態宣言の期間に入った。政府や都は改めて飲食店に一律の酒類提供停止を要請し、感染防止に全力を挙げる。「まん延防止等重点措置」を延長した首都圏３県と大阪府でも政府は酒提供の「原則停止」を打ち出したが、４府県はいずれも条件付きで容認。足並みがそろわず、東京から隣県へ宴会に繰り出すケースを政府は懸念している。
　沖縄県への宣言も１２日に延長期間入り。宣言と重点措置はいずれも８月２２日が期限。７月２３日開幕の東京五輪やお盆休みを含む６週間の長丁場の対策となる。「自粛疲れ」や「宣言慣れ」が続く中、夏休みの人出抑制を含めて対策を徹底できるかが課題だ。
　政府は東京の感染増が首都圏全体に広がることを防ぐため、宣言に準じた重点措置の区域で酒提供の「原則停止」を求めた。ただ、知事の判断で緩和する余地を残したため、４府県は措置区域の飲食店に対し、入店人数や滞在時間に制限を設けて午後７時までの酒提供を認めた。
　具体的には、埼玉県は「１人または同居家族（介助者含む）のみのグループ」、千葉県は「１グループ２人まで」「滞在９０分以内」を条件とした。神奈川県は「１グループ４人以内または同居家族」「滞在９０分以内」だ。飛沫（ひまつ）防止のためのアクリル板設置や消毒・換気の徹底も求めた。
　政府関係者は「もう少し原則停止に近い対応になると思った」と述べ、東京の対応とずれが生じたことに不満をにじませた。これまでも宣言や重点措置下で知事の要請に応じない飲食店が少なくなかっただけに、実効性を伴うかも焦点だ。
　政府は宣言期間中もワクチン接種を進め、感染収束につなげることを目指す。加藤勝信官房長官は１２日の記者会見で「今のペースで進むと今月末には希望する高齢者の２回接種は完了し、一度でも接種した人の数は全国民の約４割に達する見込みだ」と指摘。今回の宣言について「ワクチン接種の効果が表れるまで、全国的な感染爆発を未然に防ぐための万全の措置だ」と述べ、国民の協力を求めた。（2021/07/13-07:25）

The Japanese government is concerned about the serving of alcoholic beverages at eateries in areas around Tokyo, which was placed under the fourth coronavirus state of emergency on Monday amid a resurge of new infections.
   The central government and the Tokyo metropolitan government again requested eateries in the Japanese capital to suspend the serving of alcoholic drinks in a bid to prevent the spread of new COVID-19 cases.
   Also on Monday, the government extended its pre-emergency designation for Saitama, Chiba and Kanagawa prefectures, all neighboring Tokyo, and Osaka Prefecture, western Japan.
   With the extension, the central government called for suspending in principle the serving of alcohol drinks at eateries in the four prefectures, but the prefectural governments have decided to conditionally allow the serving of alcohol.
   The central government is now worried about the possibility of people in Tokyo traveling to drinking establishments in the three neighboring prefectures, sources familiar with the situations said.
