入管庁、違法雇用の企業名公表検討　失踪実習生対策

　出入国在留管理庁は１２日、外国人技能実習生の失踪防止対策を公表した。失踪した実習生を雇用する違法行為に及んだ企業名の公表を検討すると明記した。
　入管庁によると、今年上半期に失踪した実習生は前年同期比２５６人増の４４９９人。実習生が失踪して不法就労する背景には、日本の受け入れ企業の賃金不払いや、出身国の送り出し機関に保証金を払うために負った高額の借金返済があるとされる。
　対策には、本国の送り出し機関、日本の監理団体、受け入れ企業の３者に失踪の責任が認められた場合、新規の送り出しや受け入れを一定期間認めないことも盛り込んだ。また、実習生の在留カード番号の届け出を受け入れ機関に義務付け、失踪者を特定しやすくする。森雅子法相は１２日の記者会見で「引き続き運用の適正化に取り組む」と強調した。（2019/11/12-11:08）

Japan May Name Firms Illegally Hiring Foreign Trainees

Japan will consider disclosing the names of companies that illegally employ foreign technical trainees who fled their initial workplaces, the Immigration Services Agency said Tuesday.
   The measure is included in a policy package to prevent foreign trainees from fleeing that was released by the agency.
   In January-June, 4,499 foreign trainees fled the companies that accepted them, and went missing, up by 256 year on year, according to the agency.
   Foreign trainees often receive bad treatment from the companies where they are trained, such as failures to pay for their work.
   In addition, many trainees face pressure to pay off massive debt owed to the organizations in their home countries that sent them to Japan.
