野党、「身の丈」発言を問題視＝萩生田氏に照準、政権ダメージ狙い

　萩生田光一文部科学相が大学入試に導入される英語の民間試験をめぐり、受験生に「身の丈に合わせて頑張って」と述べた問題が２８日、野党の新たな追及テーマに浮上した。発言が家庭の経済状況や地域間格差に関する受験生の不安を考慮していないと受け取られかねないためだ。安倍晋三首相側近の萩生田氏をやり玉に挙げ、政権にダメージを与える狙いだ。
　２０２０年度から始まる大学入学共通テストでは、英語の民間資格・検定試験を活用できる。ただ、経済状況により受験機会に差が出たり、地方では試験会場が比較的大きな市に限られたりする可能性があり、全国高等学校長協会などが見直しを求めている。
　萩生田氏の発言は２４日のＢＳフジ番組で飛び出した。同氏は２８日、文科省で記者団に「受験生の皆さんに不安や不快な思いを与えかねない説明不足な発言だった」と陳謝。ただ、「行政側が全て（競争条件をそろえる）イコールフッティングにするのは難しい」とも語った。
　野党側は強く反発している。立憲民主党の福山哲郎幹事長は記者団に「地方で頑張る学生や経済的に厳しい状況に置かれている学生には看過できない発言だ」と非難。共産党の小池晃書記局長も記者会見で「経済条件によって教育を受ける権利が左右されても構わないと言っているのに等しい」と指摘し、辞任を要求した。
　立憲などの共同会派が２８日に開催した文科部門会議でも、「（池田勇人元首相の）『貧乏人は麦を食え』以上に子どもたちの未来を閉ざす発言だ」などの批判が続出。立憲幹部は「今週は『身の丈』ウイークだ」と語り、衆院文科委員会などで徹底追及する考えを示した。
　一方、政府・与党は菅原一秀前経済産業相辞任からの態勢立て直しを急ぐ。首相は自民党役員会で「ご迷惑をお掛けした。今後、高い緊張感を持って政権運営を進める」と強調した。（2019/10/29-07:19）

Japan's opposition parties reacted harshly on Monday Education Minister Koichi Hagiuda's remark suggesting that students taking university entrance examinations make efforts "according to their standing."
   Hagiuda, a close aide to Prime Minister Shinzo Abe, made the comment in a television program Thursday while being questioned about the government's plan to allow the use of private-sector English proficiency tests as part of standardized university entrance examinations starting next year.
   The move is being opposed by groups such as the National Association of Upper Secondary School Principals, as the economic situations and geographic locations of students may create inequalities in opportunities among takers of the private English tests.
   The minister offered an apology Monday, saying, "It was a comment that lacked explanation and gave uneasiness and discomfort to exam-takers." However, he also pointed to difficulty providing equal footing for everyone.
   The remark met with a strong backlash from the opposition camp, which hopes to put a dent in the Abe administration.
