官民で１３万病床削減を＝医療費抑制で民間議員提言－諮問会議

　政府は２８日、経済財政諮問会議（議長・安倍晋三首相）を開き、社会保障制度改革について議論した。民間議員は団塊の世代が７５歳以上となる２０２５年度を控え、医療費抑制の方策として全国の病床数を官民合わせて約１３万床削減することを提言した。
　都道府県は、将来の人口推計を基に２５年に必要となる病床数を示す「地域医療構想」を策定している。民間議員は構想に沿う形で、具体的な削減数を集計した。安倍首相は会議で「限られた財源を賢く活用し、国民生活の質の向上を図ることが重要なポイントだ」と述べ、同構想を含めた改革を進めるよう指示した。
　地域医療構想をめぐっては、厚生労働省が９月下旬、「再編統合の議論が必要」だとし、自治体や赤十字などが運営する全国４２４の公立・公的病院について実名を公表した。民間議員は病床の整理・合理化などに積極的な民間病院について、今後３年程度を集中再編期間と位置付け、大胆に財政支援すべきだと訴えた。
　民間議員は革新的な創薬を促す診療報酬改定のほか、健康づくりや予防医療に取り組む自治体に対し、財政上の支援を強化することなども求めた。（2019/10/28-19:56）

Private-sector members of a key Japanese government panel proposed Monday that the number of beds at publicly and privately run hospitals across the nation be reduced by some 130,000 as a measure to cut ballooning social security costs.
   The members of the Council on Economic and Fiscal Policy, chaired by Prime Minister Shinzo Abe, made the proposal at the panel's meeting on the day, ahead of a spike in the number of people aged 75 or over that is expected to occur in fiscal 2025.
   The members came up with the specific number in line with the community health care vision, in which each of the country's 47 prefecture shows the necessary number of hospital beds in 2025 based on population estimates.
   "It's important to raise the quality of life by wisely using limited resources," Abe said at the meeting, calling for the promotion of social security reforms, including through the health care vision.
   The panel members also proposed giving generous financial aid to private hospitals that aggressively work to reduce beds and take other reform measures, by designating the next three years or so as an intensive period for revamping hospitals.
