参院埼玉補選、上田氏が初当選＝投票率２０．８１％

　７月の参院選後初の国政選挙となった参院埼玉選挙区補欠選挙は２７日、投開票され、前埼玉県知事で無所属新人の上田清司氏（７１）が、ＮＨＫから国民を守る党党首で前職の立花孝志氏（５２）を破り、初当選した。自民党が独自候補の擁立を見送ったため、与野党対決の構図とはならず、結果が安倍晋三首相の政権運営などに与える影響は限られそうだ。
　投票率は２０．８１％で、７月の参院選埼玉選挙区を２５．６７ポイント下回った。参院補選としては過去４番目に低い水準となった。
　補選は、８月の埼玉県知事選で初当選した大野元裕氏の参院議員辞職に伴う。上田氏は旧民主党の衆院議員だったが、今回は政党の推薦や支持を受けない方針を表明。４期１６年の知事としての実績などを訴え、幅広い支持を集めた。
　県政を支えた立憲民主、国民民主両党は自主的に支援した。自民党も知名度の高い上田氏との対決を避け、憲法改正をめぐる連携に期待を寄せる。
　上田氏は２７日夜、記者団に「国政で問題提起したい」と強調。改憲については「議論し合意形成することが大事だ」と語った。
　立花氏は７月の参院選比例代表で議席を得たばかりだが補選に出馬し、自動失職した。選挙戦では、主要政党がそろって独自候補を立てなかったことを批判したが及ばず、記者団に「投票率が低く、組織票が強いのは仕方ない」と指摘した。（2019/10/28-00:09）

Former Saitama Governor Kiyoshi Ueda won a House of Councillors by-election in the prefecture north of Tokyo on Sunday, defeating the head of a single-issue party critical of public broadcaster Japan Broadcasting Corp., or NHK, in a one-on-one contest.
   As the ruling Liberal Democratic Party stopped short of fielding its own candidate, the by-election did not amount to a ruling-opposition confrontation. The impact of the election results on Prime Minister Shinzo Abe's handling of the government is likely to be limited.
   The by-election, the first parliamentary poll since the triennial Upper House election in July, was held to fill the vacancy left by Motohiro Ono, who was elected Saitama governor in August.
   Voter turnout stood at 20.81 pct, 25.67 percentage points lower than that for the Saitama constituency in the Upper House election and the fourth lowest for an Upper House by-election.
   Ueda, a 71-year-old independent, beat Takashi Tachibana, 52, chief of NHK kara Kokumin wo Mamoru To (party to protect the people from NHK).
