政府、中東に自衛隊独自派遣へ＝米有志連合は参加せず－航行の安全確保

　政府は１８日、国家安全保障会議（ＮＳＣ）の会合を首相官邸で開き、中東地域での航行の安全確保に向けた独自の取り組みとして、自衛隊の艦艇や哨戒機の派遣を検討していくことを決めた。防衛省設置法に基づく「調査・研究」を活動の根拠とし、現在ソマリア沖・アデン湾に派遣している海賊対処部隊の活用も検討する。菅義偉官房長官がＮＳＣ後の記者会見で明らかにした。

　菅長官は「米国が提案する海洋安全保障イニシアチブには参加せず、日本独自の取り組みを行っていく」と述べ、米国主導の有志連合構想には加わらないと説明。活動範囲は、オマーン湾やアラビア海北部、ジブチとイエメンの間にあるバベルマンデブ海峡東側などを中心に検討する。イランを刺激するホルムズ海峡周辺は避け、外交的配慮を示す形だ。（2019/10/18-20:27）

The Japanese government Friday decided to consider dispatching Self-Defense Forces vessels and patrol planes to the Middle East independently as part of its efforts to secure navigation safety in the region.
   The decision was made at a meeting of the National Security Council at the prime minister's office, Chief Cabinet Secretary Yoshihide Suga told a press conference.
   The envisioned operations would be treated as investigation and research activities stipulated in the law for the establishment of the Defense Ministry.
   The government will also consider utilizing the existing unit to combat pirates dispatched to the Gulf of Aden off Somalia.
   "Japan will not participate in a U.S-proposed maritime security initiative but will engage in activities on its own," Suga said.
