年金法案、今国会成立の公算　与党、立民案受け入れへ―基礎年金底上げ明記

　年金制度改革関連法案を巡り、自民、公明両党は基礎年金の底上げ策を明記する立憲民主党の修正案を受け入れる方向で最終調整に入った。複数の自公幹部が２４日明らかにした。夏の参院選への影響を懸念して底上げ策削除を訴えた参院自民幹部も容認しており、６月２２日の今国会会期末までに成立する公算が大きくなった。
　全国民が受け取る基礎年金は、少子高齢化の影響で将来世代ほど給付水準が低下する見込み。政府は厚生年金の積立金と国費を活用した基礎年金の底上げ策を法案に盛り込みたい考えだったが、自民内で厚生年金が一時的に減り、国民の負担増にもつながりかねないことに懸念が続出。政府は底上げ策を削除して国会に提出した。
　これに対し、立民は「あんこのないあんパンだ」と批判。２２日に開いた与党との協議で、２０２９年の財政検証で基礎年金の給付水準の低下が見込まれる場合は底上げ策を実施すると記した修正案の骨子を提示した。
　自民は２３日、森山裕幹事長や松山政司参院幹事長ら幹部が断続的に協議し、立民案を付則に盛り込む方向で大筋で一致した。
　公明の斉藤鉄夫代表は２４日、視察先の埼玉県幸手市で記者団に、立民の修正案について「本来の公明の主張に沿ったものだ。現役世代の安心感につながる」と評価した。
　与党は２６日に立民と改めて協議。合意できれば、それぞれの党内手続きを経て、法案を修正可決し、月内に参院に送付したい考えだ。自民幹部からは、会期内成立を確実にするため、石破茂首相（自民総裁）と立民の野田佳彦代表が党首会談で合意を最終確認する案も出ている。
　野田氏は２４日、千葉県船橋市で記者団に「成案を得て（２５日から始まる週の）週末には衆院通過に持っていきたい」と強調した。（2025/05/25-07:05）

The Liberal Democratic Party and Komeito are preparing to accept an opposition party proposal to amend a pension reform bill, paving the way for its enactment during the current session of the Diet, Japan's parliament.
   The ruling bloc will back the Constitutional Democratic Party of Japan's amendment that includes a plan to raise basic pension benefits, senior LDP and Komeito members said Saturday.
   With the proposal getting the nod even from LDP members who had demanded the benefits hike be scrapped from the original draft, the bill is likely to pass the Diet, or parliament, during the current session ending on June 22.
   The level of basic pension benefits, provided to all citizens, is expected to slump over time due to the shrinking and aging population.
   The government had sought to include in the bill a plan to hike basic pension benefits by tapping reserves of the "kosei nenkin" public pension program for corporate and government workers as well as state coffers.
