夫婦別姓、自民法案見送り　参院選前の党内混乱懸念

　選択的夫婦別姓制度の導入を巡り、自民党は今国会中の独自法案取りまとめを見送る方針を固めた。党内で導入慎重派と推進派の意見が割れており、夏の参院選を前に集約を進め、亀裂を生むのは得策ではないと判断した。自民は野党提出の法案に反対する党議拘束を検討しており、今国会では関連するどの法案も成立しない公算が大きくなった。
　森山裕幹事長は１２日の記者会見で、別姓制度に関し「引き続き主な論点を整理し、丁寧に議論を進めていくことが重要だ」と述べ、議論を継続する方針を示した。
　自民は２月、中断していた党内論議を再開。慎重派が旧姓の通称使用拡大を主張し、勢いを増している。前向きだった石破茂首相（自民総裁）は慎重姿勢に転換。ただ、一定数いる推進派も粘り強く導入を主張している。
　自民幹部は１２日、「集約はできない。法案を用意せずに審議に臨む」と明言した。ただ、所属議員の判断に委ねれば野党提出の法案を巡って賛否が割れ、混乱を生じる可能性もあることから、党執行部は「今国会で結論を出すのは拙速」との認識を党内で共有し、野党提出法案に反対する党議拘束をかけたい考えだ。
　野党では立憲民主党が制度を導入するための民法改正案を衆院に提出。国民民主党は独自の導入法案、日本維新の会は旧姓に法的効力を与える法案を用意している。立民の辻元清美代表代行は１２日の記者会見で、自民の取りまとめ見送りについて「石破政権を象徴している。身動きの取れない無策政権だ」と批判した。
　公明党は導入賛成だが、与党を賛成でまとめ、政府が法案を提出するのが望ましいとの立場。斉藤鉄夫代表は熊本市で記者団に「自民党の合意形成を待ちたい」と語った。（2025/05/13-07:06）

Japan's ruling Liberal Democratic Party has decided not to compile a bill on introducing a selective dual surname system in the current session of parliament, it was learned Monday.
   The LDP concluded that it would be unwise to create divisions within the party ahead of this summer's election for the House of Councillors, the upper chamber of parliament, as some members support such a system while others are reluctant to introduce it.
   The party is considering ordering its lawmakers to vote against related bills submitted or being drafted by opposition parties, making it highly likely that none of the bills will be enacted during the parliamentary session ending in June.
   Since the LDP resumed discussions on the issue in February, members against introducing a selective dual surname system have been gaining momentum, calling for expanding the use of maiden names.
   Prime Minister and LDP President Shigeru Ishiba, who had shown support for the selective dual surname system, has turned cautious. Still, some proponents of the system within the LDP continue calling for its introduction.
