自民、非課税枠「１６０万円」案　年収２００万円以下が対象―「壁」見直し、１９日再協議・３党税調会長

　自民、公明、国民民主３党の税制調査会長協議が１８日に行われ、自民は、所得税が課される年収の最低ラインである「１０３万円の壁」の見直しを巡り、年収２００万円相当以下の人を対象に、非課税枠を１６０万円に拡大する案を示した。３党は１９日に再協議する。
　３党税調会長協議は昨年１２月に中断して以来２カ月ぶり。新たな自民案では、低所得者ほど非課税の恩恵を受けられる仕組みとする。年収２００万～５００万円の人も非課税枠を広げる。
　年収２００万円以下の場合、原則一律で適用される「基礎控除」に関し、従来の見直し案の５８万円からさらに３７万円上乗せする措置を恒久的に実施。会社員らの給与から差し引く「給与所得控除」の見直し分（６５万円）と組み合わせると、課税水準は年収１６０万円に引き上がる。
　年収２００万～５００万円以下の人も物価高騰対策として、２５、２６年の２年間に限り基礎控除を１０万円上乗せする。
　協議で自民側は見直しに伴う減収額に関し、２００万円以下のケースで４００億円前後、２００万～５００万円以下のケースで千数百億円程度になると説明。物価上昇を踏まえ、基礎控除の水準を随時見直すことも提案した。
　協議後、自民の宮沢洋一税調会長は記者団に「生活が厳しい方への特例という考えを新たに加えた」と説明。一方、国民民主の古川元久税調会長は「国民生活に寄り添った内容になっていない」と批判。公明の赤羽一嘉税調会長は「２００万円が妥当なのか党内で議論する」と述べた。
　１０３万円の壁を巡り、３党幹事長は昨年１２月、国民民主が主張する１７８万円を目指し２５年から引き上げることで合意した。ただ、税調会長協議では１２３万円を提案した自公に国民民主が反発し、協議は中断していた。（2025/02/18-20:50）

Japan's ruling Liberal Democratic Party on Tuesday proposed increasing the tax-free portion of annual income to 1.6 million yen, but only for people with annual incomes of 2 million yen or less.
   The LDP presented its new proposal at a meeting of tax panel chiefs from the LDP, its Komeito ally and the opposition Democratic Party for the People.
   "We have newly adopted the idea of giving special treatment to people facing living difficulties," Yoichi Miyazawa of the LDP told reporters after the meeting. But Motohisa Furukawa of the DPFP criticized the new proposal as "not taking into account the people's daily lives."
   The three parties held such a meeting for the first time in about two months. They will hold another meeting on Wednesday.
   In December, the three parties' secretaries-general agreed to raise the taxable income threshold from the current 1.03 million yen, starting in 2025 and aiming for 1.78 million yen, the level sought by the DPFP. However, their talks were halted after the DPFP rejected the LDP's earlier proposal to raise the threshold to 1.23 million yen.
