政府、オープンＡＩに行政指導　病歴など個人情報侵害の恐れ

　政府の個人情報保護委員会は２日、対話型人工知能（ＡＩ）「チャットＧＰＴ」を開発した米新興企業オープンＡＩに対し行政指導したと発表した。個人の病歴などのプライバシーを侵害する恐れがあるとして、個人情報保護法に基づき１日付で注意喚起した。
　現時点で具体的な被害情報や同法違反は確認されていないという。チャットＧＰＴに代表される生成ＡＩを巡り、同委が行政指導するのは初めてとみられる。オープンＡＩ側が十分な対応を取らない場合、立ち入り検査や罰金処分などを受ける可能性がある。
　同法は個人情報のうち、人種、信条、社会的身分、病歴、犯罪歴などを「要配慮個人情報」と規定し、取得するには本人の事前同意を原則必要としている。
　同委はオープンＡＩが、利用者本人の事前同意がないまま要配慮個人情報を収集しないよう求めた。その上でＡＩの機械学習に当たり、収集する情報に要配慮個人情報が含まれないように取り組み、それでも含まれていた場合は即時に削除したり、個人が識別できない措置をしたりするよう指導した。
　個人情報の利用目的に関する日本語での注意事項がないことも問題視。日本語での通知を求めた。（2023/06/02-20:30）

Japan Issues Administrative Guidance to ChatGPT Operator

The Japanese government said Friday it has issued an administrative guidance to ChatGPT operator OpenAI due to insufficient consideration to personal information protection related to the use of the chatbot.
   There has been no violation of Japan's law on protecting personal information by the U.S. company so far, the government's Personal Information Protection Commission said.
   In the guidance, issued as of Thursday, the commission pointed to the possibility of ChatGPT obtaining sensitive personal information such as medical history without consent.
   The commission also said that OpenAI's explanations about ChatGPT in Japanese are insufficient although there are many Japanese users of the artificial intelligence tool.
