ラグビーＷ杯、運営面で東京五輪に役立つか＝台風対策など貴重な知見

　ラグビーのワールドカップ（Ｗ杯）日本大会が閉幕した。日本代表の活躍もあり、チケットは９９％以上が売れて大会は成功した。一方、台風の影響で初めてＷ杯の試合が中止となるなど、課題も出た。来夏の東京五輪・パラリンピックに向け、運営面では今回のＷ杯が教訓となりそうだ。
　台風シーズンに開催されたラグビーＷ杯。国際統括団体ワールドラグビー、大会組織委員会でも台風などの自然災害のリスクを考慮し、災害で開催不可能となった場合の対応はあらかじめ決めていた。１次リーグの場合は順延はせず、中止となれば両チームが引き分け扱い。組織委の嶋津昭事務総長は「１次リーグは日程が詰まっていて予備日がない。中止は避けたいが仕方がなかった」と説明した。
　台風１９号の影響により、３試合が開催不可能と判断。日本―スコットランド戦など２試合は当日まで会場など周辺を調査し、実施を決めた。開催に当たっては、会場の清掃や片付けなどで運営関係者の努力が大きかった。
　東京五輪・パラリンピック大会組織委員会でも、全会場で緊急時対応計画を用意する方針。共通の会場もあるラグビーＷ杯の具体的な対応を、貴重な知見として役立てようとしている。
　ラグビーＷ杯では会場には全ての飲食物が持ち込み禁止だったが、一部売店で食べ物が早く売り切れて不満が続出。大会期間中に個人で消費できる食品の持ち込みは許可された。東京五輪組織委もこれを参考に、どこまでの飲食物を持ち込み可能にするか検討する。
　日本代表のチームバスが東京都内の渋滞に巻き込まれ、試合当日の会場入りが１時間以上遅れたこともあった。関係者の専用レーンが設けられる東京五輪とは事情が違うが、交通状況と輸送の貴重なデータとして活用できるだろう。（2019/11/05-17:58）

The successes and issues of the Rugby World Cup in Japan, which ended last Saturday, offer lessons for the organizers of the 2020 Tokyo Olympics and Paralympics.
   Host Japan's impressive performance helped spur the tournament's commercial success, with more than 99 pct of the tickets sold, while a powerful typhoon led to the first cancellation of matches in Rugby World Cup history.
   The international governing body, World Rugby, and the organizing committee for the 2019 tournament had prepared a response for disaster risks, as the World Cup was held during peak typhoon season. In the group stage, matches were to be called off, rather than postponed, and deemed a draw.
   "In the group stage, games were tightly scheduled and there was no extra day," Akira Shimazu, chief executive officer of the organizing committee, said. "We had no choice but to cancel (matches) although we wanted to avoid such a situation."
   When Typhoon Hagibis struck Japan in mid-October, three group stage matches were called off, while the organizers decided to hold the Pool A match between Japan and Scotland as scheduled after conducting checks, until the very day of the match, whether it could take place safely.
