中国へけん制強める＝南シナ海情勢協議－東アジアサミット

　【バンコク時事】東南アジア諸国連合（ＡＳＥＡＮ）各国と日米中ロなど計１８カ国の首脳らが参加する東アジアサミットが４日、バンコク近郊で開かれた。ＡＳＥＡＮの一部加盟国と中国が領有権を争う南シナ海情勢を中心に協議。軍事拠点化を進める中国をけん制する意見が相次いだ。
　南シナ海では、ベトナムの排他的経済水域（ＥＥＺ）内で中国の海洋調査船が３カ月以上にわたり断続的に活動するなど、緊張が高まっている。ベトナム政府によると、グエン・スアン・フック首相は中国の李克強首相との３日の会談で、国際法に沿って主権と領土、島を断固守ると強調。ベトナムの海上経済活動を尊重するよう求めた。
　トランプ米大統領の代理で出席したオブライエン大統領補佐官（国家安全保障担当）は４日のＡＳＥＡＮ首脳との会議で、「中国はＡＳＥＡＮ諸国の資源開発を威嚇によって阻止しようとした」と非難。「石油・ガスだけで２兆５０００億ドル（約２７０兆円）相当の資源を利用できなくしている」と指摘した。
　中国は批判を強める米国などに反発している。新華社電によると、楽玉成外務次官は記者団に対し、東アジア諸国の協力関係に口出しする一部の国の「決まり切った行動」は建設的ではないと不快感をあらわにした。
　東アジアサミットの議長声明案は中国の名指しを避けながらも、係争地における埋め立てなど状況を不安定化させる活動が信頼を損ね、緊張を高めたとして、「継続的な軍事化に対する重大な懸念」を表明。異例の厳しい表現を盛り込んだ。（2019/11/04-21:27）

China came under fire for accelerating the militarization of the South China Sea, at the East Asia Summit held in a Bangkok suburb on Monday.
   Participants in the meeting focused on the situation in the sea, where China and some member countries of the Association of Southeast Asian Nations have been locked in a sovereignty dispute.
   Tensions are rising in the South China Sea. A Chinese maritime research ship has been operating intermittently within Vietnam's exclusive economic zone for more than three months.
   At a meeting with Chinese Premier Li Keqiang on Sunday, Vietnamese Prime Minister Nguyen Xuan Phuc emphasized the country's resolve to protect its sovereignty, territory and islands under international law, urging Beijing to respect the country's maritime economic activities.
   During talks with ASEAN leaders on Monday, Robert O'Brien, national security adviser to U.S. President Donald Trump, criticized China for attempting to block ASEAN countries' natural resources development through intimidation. O'Brien also said that China is making ASEAN nations unable to utilize 2.5 trillion dollars worth of oil and gas. O'Brien stood in for Trump, who skipped the East Asia Summit for the third straight year.
